Supported by the European Commission, it promotes collaboration to make regulations accessible and actionable in digital ecosystems. The Rules as Code Conference 2026 is organized by ICTU on behalf of the Dutch Ministry of the Interior and Kingdom Relations (BZK) and the Ministry of Justice and Security (JenV).
